  17.      _f_a_x_s_t_a_t_e sends a message to the _H_y_l_a_F_A_X _f_a_x_g_e_t_t_y(1M) process
  18.      servicing _m_o_d_e_m telling it to use the specified state when
  19.      notifying the _H_y_l_a_F_A_X scheduler that a modem is ready and
  20.      available for use.  This is useful for controlling outbound
  21.      use of a modem; by marking a modem's state as _b_u_s_y or _d_o_w_n
  22.      the _H_y_l_a_F_A_X scheduler will not assign any outbound jobs to
  23.      the modem.

  25.      The specified _m_o_d_e_m can either be the name (typically the
  26.      last component of the terminal port the modem is attached
  27.      to), or the full name of the associated FIFO named pipe
  28.      file, e.g. ``FIFO.ttym2''.

  30.      If the ----nnnn option, _f_a_x_s_t_a_t_e emulates what _f_a_x_g_e_t_t_y would do;
  31.      sending a message directly to the _f_a_x_q process marking the
  32.      specified modem down, busy, or ready.  This interface is
  33.      useful for send-only environments in which _f_a_x_g_e_t_t_y
  34.      processes are not used.  Note that modems manipulated in
  35.      this way must previously have been configured with the
  36.      _f_a_x_m_o_d_e_m(1M) program.

  48.                ``_b_u_s_y'', ``_d_o_w_n'', and ``_r_e_a_d_y''.  The default
